Modeling of Multimodal Transportation Network in GIS
Development of an enterprise multimodal transportation network database to meet
different data needs of various transportation applications is a big challenge. This paper
addresses this challenge from both development of an integrated multimodal transportation
network data model and operation and maintenance of the network database. This paper also
discusses the approach of modeling multimodal transportation network using object-oriented
modeling method, and development of application tools for the network operation and
maintenance.

Linking On-line Simulation Tools with ATMS for Predictive Intelligent Corridor Management
Over the last 10-15 years, urban cities and regions across the world have deployed Advanced Transportation Management Systems (ATMS) which encompass the use of Intelligent Transportation Systems (ITS) infrastructure (e.g. vehicle detection sensors, CCTV cameras, dynamic message signs, traffic signal equipment, etc.), advanced telecommunications systems, high-end computer systems and intelligent centralized software. The vast majority of these systems are reactive, designed for system monitoring and reaction after certain conditions are identified such as a freeway traffic accident or other general system congestion build-up. In the same time frame, a multitude of various microscopic, mesoscopic and macroscopic traffic simulation tools have been developed for the purposes of analyzing roadway networks as well as synthesizing the behaviour of the network using various traffic management techniques. The power and capabilities of these tools are to the point that they can actually now be used to feed real-time advanced transportation management systems to be far more predictive and intelligent, i.e. to prevent traffic gridlock or dangerous conditions from occurring rather than reacting to them after they do.

Virginia ITS Architectures - Keeping Pace with Change and Guiding the Future
This paper captures the challenges of developing ITS Architectures across the Commonwealth of Virginia in parallel with ITS Long Range Plan, Technology Deployments for Emergency
Response Initiatives, Communications Master Plan, Regionalization, and mainstreaming
operations thru Statewide Systems Operations Program development for an evolving department of transportation. Virginia DOT developed a statewide ITS architecture and 5 regional ITS architectures at the same time. The paper goes beyond the development of the architectures to explore Virginia’s approach for using and maintaining their architecture suite. While each architecture was developed and will be maintained by each region, VDOT Central Office provides guidance and assistance to ensure consistency amongst the architecture definitions as well as a common approach for the use and maintenance processes.

What will we Learn from the Urban Partners Program National Evaluation?
Congestion pricing is an important tool for managing demand and providing improved mobility.
Through the Urban Partners program, the United States Department of Transportation (U.S. DOT) has provided substantial grant funding to six sites in the U.S. to deploy a variety of congestion pricing and supporting strategies. These deployments provide a unique opportunity to demonstrate the impact and cost-effectiveness of congestion pricing as well as gauge the public’s reaction to pricing and document the lessons learned by the deployers. This paper describes the U. S. DOT plans for evaluating the Urban Partner deployments, including the key questions to be answered, evaluation methodologies, and the anticipated schedule.

How Should Local Technical Assistance Programs in the US Teach Local Officials ITS Concepts and Apps
This paper presents a model action plan for LTAPs interested in integrating the
teaching of ITS concepts, technologies, and applications into their annual work program.
In addition, the strengths, weaknesses, opportunities, and threats associated with the
integration of ITS into the work program are reviewed. An underlying premise on which
the integration of ITS is recommended for inclusion into LTAP annual work programs is
that there are numerous ongoing ITS related learning activities underway both on campus
and off campus including education, training, and other learning activities offered
through government agencies, national institutes, professional organizations, and industry
and that the LTAP will promote the use of these ongoing activities fully to meet the
urgent, immediate ITS learning needs of local officials before developing new learning
activities.
